The Tirupur Exporters Association (TEA) has called upon the Ministry of Textile to give time teension for the implementation of Polyester Staple Fibre (PSF) Polyester Filament and their value-addded products Quality Control Orders (QCOs) until Bureau of Indian Standards (BIS) issues certificate to all application filed by foriegn suppliers.
It may be noted here that the Government has granted three months time extension for the implementation of QCOs pertaining to various polyester based products upto 2nd July 2023 by recommending suitably with the Ministry of Chemicals and Fertilizers.
Though the timely extension given by the Government will help the industry in getting their manufacturing facilities certified by BIS, there are varioys key issues, according to TEA, need immediate intervention of the Government to go forward.
TEA said that there is a need to give time extension for the implementation of polyester staple fibre, filament and their value-added products QCOs until BIS issues certificate to all applications filed by Foreign suppliers.
The following has been highlighted by TEA:
* Continuous R & D by the domestic and international Man Made Fibre manufacturers results in constant innovation of novel and sustainable fibres with unique characteristics focused on the Sustainability. This is a continuous process leading to innovation of new fibres. It is extremely important to ensure that the Indian value chain gets access to these innovations for value creation and be part of the global supply chain.
* The India manufacturers rely on import for several specialty fibre / filaments viz., High Tenacity (HT) polyester filament yarn of 30 to 500 denier, High Modulus Low Shrinkage (HMLS) polyester filament yarn, HT recycled PSF, etc., which are not manufactured in the Country.
* Indian textile value chain would lose the opportunity to capture the various export market opportunities due to the restrictions in sourcing these specialty raw materials when needed for the export business by way of any delay in issuing BIS license to manufacturers and we request to take efforts for issuing BIS licenses at the earliest.
